Hm wonder why? Oh wait, maybe it's because they haven't gotten to it yet! (I apologize for my sarcasm) Updates take time. Right now the forums, profile pages and ‘my stuff’ sections are still in 2.0, but as Scratch team took a while in-between the homepage update and the studio update, it's highly likely that they will update the forums and profiles to 3.0 sometime soon (keep in mind “soon” is very broad hear, it will probably be a year or more)

Unless I'm making a mistake and the Scratch Team has specifically said otherwise, this is pretty much certainly the case.

The forums aren't likely to be updated. It's not really on their list of priorities.

The profile pages will be updated to 3.0 when they will be updated to 3.0.

It is hosted on scratch www, but it’s being updated to a modern format.

I don't think updated profile pages will happen for at least a year, development on redesigned pages take probably around a year or more based on what I've seen.

just to clarify, when people say “3.0 design” they're often referring to the pages with the light blue bigger navigation bar and generally more touch friendly pages. those are technically scratch-www pages, and are built in react and often use a modern scratch api rather than rendering everything server side like the old pages. (and technically they predate 3.0 but at this point the scratch team has essentially just started calling them 3.0 pages too)

there are no public plans to migrate profile pages yet, but eventually i can't see the scratch team not doing it. they will be one of the last major pages to be migrated, and theres a lot of room for new ideas and designs for the new profile pages.

profile pages have looked almost the same since 2013 (more than 8 years ago) and i think everyone agrees that a refresh could be cool if done right. migration to the modern stuff also will allow the scratch team to maintain and develop profile pages more easily, which means new features could be implemented much faster and more easily.

i also would like to mention that migrating pages from the old site to the new one takes a lot of time and effort, as there are backend changes, frontend changes and designs that need to be made. the studios page was done in a few months (at least from what we could see, the designs probably took longer)
