Paint.NET
FireAlpaca (I actually use that more that SAI now
I do miss turning the canvas around, though)
SAI free trial
Microsoft Paint (EWWWWW, unless you want to give pixel art a try)
SumoPaint
Inkscape (for vectors)
The Powder Toy's deco is actually pretty good for drawing - Not pressure sensitive, though
Also, always get programs from their own website or your computer will be packed with AdWare

To be honest, if you can't do art well in MS Paint, you likely won't be able to do it much better in photoshop or other programs like that.

Paint.NET with too many plugins rivals Photoshop on many levels.

Hi, 3DS! I am not trying to be offensive, however I am questioning your idea. I have used PowerPoint several times before for presentations, and never, evr have I come across any button that lets you draw. I have also asked others, and they agree that this doesn't sound practical. Can you please tell me how to open the drawing program on PowerPoint, assuming there is one? Thank you.

I like to use Paint.net, as many others do. However, I feel that if my internet is down, using Microsoft paint and importing a picture into that program isn't that hard to do, and it suits me fine… for my childish painting purposes at least..

I would highly recommend Krita for painting. It's free and is made for digital painting.
