No they are not. They just run projects faster. You can't see inside projects with sulfurous and phosphorus and forkphorus.

That's true. A mod is a modified version of Scratch, but Phosphorus and it's forks aren't based on the Scratch source code – they're just tools that can run Scratch projects.
