Yes, you can share anything about yourself on Scratch on other websites as long as long as you give credit (if you are making a video about a project ect.) As well as that, you mentioned streaming, that would mean you aren't allowed to share links to your YT channel and your live streams because live streams can't be moderated as well.

You aren’t allowed to share your YouTube on Scratch if you live stream on it. Even if you are just streaming Scratch related stuff, you still wouldn’t be able to share it in Scratch since livestreams can’t be easily moderated.

If you don’t share your YouTube on Scratch, it would be perfectly fine to livestream Scratch on YouTube.

Yes I think you are correct. Griffpatch is sharing his Youtube on Scratch as well. As long as you are doing Scratch related content ( Tutorials, gameplay etc.) it should be fine

Not entirely. If you stream on YouTube, you cannot share the link to your YouTube on Scratch at all.

well why dont you making a cloud chat like a live stream

You can, however the only thing is if you are streaming and share the link, scratch censors the link and basically doesn’t send you straight to it, however it’s not much of a problem about the having to copy and paste and enter it.
