1. Because the ST does not (usually) take action for things done outside of Scratch.
2. It isn't redundant. It wouldn't bury problems, it would solve them.
3. It would be useful in many scenarios.

I'm talking about @Za-Chary's Block and Report solution, not this one which would basically be the same thing as reporting.

If the comments don't break the Community Guidelines, the Scratch Team would not take any action.

If you have a situation that is too complicated for the Report buttons, we ask that you use the Contact Us link so that you can explain it to the Scratch Team in detail. That sounds like what you need for a case such as you are describing.
