I'm not sure, but I think the problem is this:
-Your computer doesn't have the processing power
-Scratch physically can't handle the project.
-it was a project made in Scratch 1.4(I'm pretty 3.0 doesn't work with 1.4)

My solution would be to try to run it in Turbowarp(This has worked for me). Or, you could try it on a computer that's more powerful. If the project was made in 2.0 or higher, you could download the Offline editor, and run it there. If the project was made before 2.0, download the 1.4 editor and run it there. If it still doesn't work, you might need an advanced solution, as I don't know much after this.
