Scratch 1.4 does not need Flash, but since you are on a Chromebook you can't get Scratch 1.4. Anyways, the ST knows 2.0 can't use Flash because Flash is dying, so they made 3.0. Also, Offline 2.0 doesn't need Flash, it needs AIR, which can be download here. Note that Scratch 2.0 doesn't support Chromebooks.
