A glitch. An unusual one.
When I search for something, I look at the project notes on the search page, and every “ ' ” is replaced by “'”. WHAT IS HAPPENING?????

That's because ' is the HTML character entity for apostrophe, and I guess it's escaping it twice.
I put this on the bugtracker so the Scratch Team will check it out.
