Please don't name and shame Scratchers.
Please report the project and select “Exact copy of project” then paste your project link there. If it is extreme, I recommend you use Contact-Us, which will be sent to the Scratch Team. (It will take 2-3 weeks for them to respond, so be patient)
Recoloring or altering to graphics of a project is allowed.

I took a quick look - and it did look like the background of the game was different. That's enough of a change to be considered a valid remix.

Well, since Paddle2See has stated that it has enough changes to be a valid remix, there's pretty much nothing that you can do

If the person took all/most of the code and art, I think they should give credit.
Even if they changed it, they should say thanks for some of the art and/or code.
But if it is a remix, then it should say thanks to the original project and project creator already.

Yah. I took a look and it does credit to you and your project because it is remix.
So I think it doesn't need to be reported. They gave credit, so it's fine.

Your project doesn't give credit for the graphics or music, so I don't see how you're much better than them. It's a little bit of a shame that such a minor remix got more views but due to the automatic remix credit they didn't break any rules. I think the solution is to stop caring about view counts so much.

I agree.
But you can think of it like this if you want…
If more people see that project, you're scratch profile and project is kind of being advertised to more people.

You have nothing to worry about here, it often happens where remixes have more views than the original.
Please don't say'report this project' as you are breaking the guidelines yourself.
They changed the background and there is already credit given.
Tbh, this shouldn't even be a problem.

As for the subject itself - it can be frustrating to see a little change made to something get so popular, but it's just the nature of Scratch as a platform that encourages building upon the work of others, even if it's just something small

It's an older version, which didn't have the background.
