Why is there so many fake accounts

So lately i have been on scratch and i just randomly post a account name like @qwerty (may not be real account) and half of them are real can you tell me why they are making this and if they should be banned?

As long as it's not offensive or otherwise inappropriate, a user cannot get banned for their username.
