I personally don't think murder can be redeemed. Imagine a close friend/family member (doesn't have to be Ashfur) was murdered and their murderer got to go to cat-heaven because they ¨redeemed themself¨. Anyway, because these cats are like humans and have complex thoughts and relationships murder is really not redeemable. It would be if they acted like actual cats. But alas, they act like humans, to which murder punishable by life in prison and considered a sin by many.

You should consider though that battle and war is a huge part of these cats' culture. Yes, murder is against their code, but they never seem to take it as seriously as humans would. Hollyleaf is a different case from most because it was a Clanmate, but you must understand that her life was threatened by Ashfur and that was probably very traumatic for her. Also, (TNP SPOILERS) Also Ashfur did help take one of Firestar's lives, which is murder.
