if a user is making projects that aren't okay for scratch, they can get a project mute that means not able to make projects

or maybe not =\ it does not matter….. still but idk about that. allthough muting a user should be if a comment is not okay for scratch

this already seems to exist, so you can create a project, but not share it, instead getting this message:

This is what bans are for. I think that this kind of thing would be mostly redundant; it's extremely rare for a user to make inappropriate projects and yet make worthwhile contributions to the community.
