Well not forever, IP's change occasionally but that does not mean once your IP is unbanned you start making spam accounts or accounts that break the TOS and CG.

Your IP can get banned, usually it is because of ban evading (making new accounts to get around the ban). I once got IP banned by mistake once (I know why though), but when you are IP banned you can still look at Scratch projects and make (not share) projects. You also can't sign in.
