Your IP can get banned, usually it is because of ban evading (making new accounts to get around the ban). I once got IP banned by mistake once (I know why though), but when you are IP banned you can still look at Scratch projects and make (not share) projects. You also can't sign in.

It also looks like you made two topics about the same thing.

I don't think that kaj would be IP banned becuase I don't believe they made any other alt accounts, but I'm not sure.

My IP address was once blocked. You will not be able to sign into your account, or look at other people's accounts or the discuss forums (I think) if this does happen, send an appeal email to appeals@scratch.mit.edu , and apologise for the reason you were banned, or explain why you think you were banned by mistake.
