There is a way to get the "next costume" block onto the stage.

My browser / operating system: Windows NT 10.0, Chrome 88.0.4324.104, No Flash version detected

There is a way to get the
next costume
block into the stage. If you get that block onto your sprite and then drag it onto “stage” you can have that block on stage, even though it is not available on the block list.

Well… does it have any negative effect on the running of Scratch Projects? Meaning, can you actually use it to switch backdrops?

no…….. i just thought that was interesting that you could get that block onto the stage

There is a way to get the "next costume" block onto the stage.

By the way I tested what happens when you use it inside the stage and it just changes the backdrop. Same thing as the switch costume to () block, even the dropdown in that block becomes backdrops. Out of curiosity, I tested some more blocks too,

{slightlyofftopic}Interestingly, the say block works too, saying at the corner of the drawn area like a sprite. Motion blocks do not work, their reporters report the default values for a sprite. When this sprite clicked automatically turns into when stage clicked, and vice versa. Create clone of myself turns into _myself_ for some reason, and does not work. Animated text DOES work, and it transforms the backdrop just like a sprite.{\slightlyofftopic}

Yes, you're right, it is quite interesting Definitely classified as a bug.

Seems like not much of a priority, but it does cause some breakdown in the editor when dealt with. Probably worth fixing sometime in the future.
