The Create button is in the top bar on most main pages.
And ScratchX is Scratch 2.0, Flash is gone, so you can no longer use it.

I means Scratchx create button

ScratchX uses Adobe Flash which is no longer supported. This is why you are not able to use it. If you still want to try, you can load it here.

Yes, ScratchX was for Scratch 2 - and Flash is no longer supported.
