Downloading Scratch 1.4 on Debian Linux
My browser / operating system: Linux, Chrome 83.0.4103.116, No Flash version detected
When installing the file, it gives this error message:
“The following packages have unmet dependencies:
scratch: Depends: squeak-plugins-scratch but it is not installable”

Does running
in the terminal, then trying again work?
sudo apt install squeak-plugins-scratch

That's strange because the package exists.GG: hmmmm, only on some releases, though! im not sure it actually exists in the latest version (theres nothing in the list reading “buster”), and if its relevant, i tried and cant install it while running on debian testing (aka bullseye).
it does exist on the unstable distro (sid), so you could add that to your sources.list, but that would probably be kinda unsafe or glitchy if you dont want everything else from unstable too.
i dont have any experiencing installing things from different release distros though, so i cant really offer any specific advice on how to do that – but hopefully everything here helps at least clarify why it isnt available!

ive updated entire operating system installs by modifying sources.list to the latest version

i have chrome too but when i installed it the sound doesnt work and if i try to record it gives me an error

All you have to do is type “sudo apt install scratch” in the terminal. I tried it on my Chromebook, and it worked flawlessly.
