Why can't I not save my projects
When you make a project and you make a mistake. When like your project is almost done and you made a mistake you can't do some thing that the project will not get saved 
But is there a way ???

Why can't I not save my projects
Do you have any music in your project? Sometimes those files will go over Scratch's asset size limit (10 MB). When that happens, Scratch will refuse to save the project, claiming that the project “Couldn't save” giving options to Retry or Download. In that case, you could either compress the file to an MP3 to make it smaller, shorten it or split it up into multiple files.

In that case, you could either compress the file to an MP3 to make it smaller, shorten it or split it up into multiple files.They used two negations in their question, meaning they're asking why they are not able to choose not to save their project, not why their project won't save.
Scratch automatically saves so that you don't lose your work. I guess they didn't consider the case of not wanting to save your work (or they considered it but found it not too important). You still can undo accidental changes in the editor. To undo changes in your code, you can right click and select undo. Costumes and sounds have undo icons. And you can bring back sprites, costumes, and sounds that you deleted by selecting restore in the edit menu. The edit history isn't saved forever, for example changes to sounds and costumes can't be undone after switching to another costume, and restore only saves the most recent deletion, but hopefully you can undo some things you don't want to be saved.
