By this logic, we should make all meme emojis. No support, as there would never be much of a time to use them much.

Copyright. As WindOctahedron said, Oreo doesn't sponsor Scratch, and don't give the ST permission to use these. I also don't think many people would use an Oreo emoji a lot. And different emojis for different parts of the Oreo? Why wouldn't it all be one emoji?
