@-Exphire- is not a member of the Scratch Team (and neither am I), but what they're saying is that a ‘hide/show mouse cursor’ block is a suggestion which the Scratch Team has seen before, thought about, and decided not to implement to Scratch. The quote which they obtained can be found in this topic, under §1.10.
