I've got the answer. Or at least what i think it is.
As people were saying, it's a deleted test account with something to do with the GDPR, a data protection thing in Europe.
Since all information about the account was deleted, the join date was also deleted, so it's reset to midnight at January 1st 2000.
(kinda off topic, but as a European, gdpr is kinda annoying lol)

There are more gdprXXXXXXX users. Like gdpr0000009, gdpr0000032 and a lot more.does anyone know why the comments never load? what i mean by that is “is there some kinda code in scratch that breaks the comment section?”

When an account is completely deleted, it becomes a gdpr account. That means there are many gdpr accounts out there. @gdpr0000001 was the first account deleted, then was @gpdr0000002, @gpdr0000003, etc.
That user is not the oldest Scratcher. Scratch came out less than 20 years ago. I tried looking up @gdpr0000026. It had the same “creation date” @gdpr0000001 did. Same for @gdpr0000046. I tried other random combinations. They all supposedly have the same “creation date”.

The GDPR is a set of European laws that, among other things, grants users to have the right to be erased.
A Scratcher used this and their profile was reset, including the join date, to January 1, 2000.

If a user wishes for their account data to be permanently erased, it is turned into gdprxxxxxxx. It is impossible to follow them. When an account becomes a gdpr, the join date is set to January 1st, 2000. The first of these was @gdpr0000001. Scratch has not existed that long.

Some of you may know that @andresmh was the first user in Scratch. But what you didn't know that there was a much earlier user in Scratch who joined before @andresmh, and the user is @gdpr0000001. What is exactly this user meant for Scratch? Was it was a test account or something? Do anyone know about this user?according to their profile data, they joined during January 2000, which was before Scratch was made.

I don't think it's a test account.that makes sense
It's a scratcher who wanted their account to be hidden, and when doing so the account's date of creation is also reset to 2000.

The other gdpr like gdpr0000003 accounts were normal users who wanted to eliminate their data.
When someone wipes out their data, this happens:
-The pfp is changed to the default
-All the projects are eliminated, The favorites are un-favorited, the followers unfollow the account, blah blah blah…
-The name is changed to gdprxxxxxx
-the account becomes unfollowable, but there is a code to follow it, and unreportable
-comments are unloadable
-the join date is set to January 1, 2000
-The location is sat to Location Not Given
Some of those are literally deleted, like gdpr0000002, but the most aren't

Right - the account has a bad value in the “date joined” field. It's not really that old. That same bad value breaks the code for some of the usual profile functions, such as following.It's a test account created by the Scratch Team.
But didn't scratch start development in 2003?…
and the account is 20 years old
