Is there a way to “Follow” someone on Scratch, so I can have access to projects they create? Also, is there a way to search for a user? The search field doesn't seem effective for users.

Go the user's page, then click on the Follow button on the right.

Yes, there is a way to follow someone on Scratch. First, you need to go to their user page, and then you'll need to click the button saying "Follow“, which is in the upper-right hand corner of the screen.

As for searching for a user, what you'll need to do is put there name into the Search bar above and hit enter. Once you've done that, all that there's left to do is to click on ”Users" on the middle-left hand of the screen. That's also how you can search the forums, studios or support for whatever you need.
