Yes.
Even with strict criteria.
I believe that the reason no one really fights for curator and featured project is:
1. You really don't get a prize for being curator.
2. Featured projects are projects, not users. Sure, they're made by someone, but that means the project is good, not the user. Yes, it is indirectly stated, but since it's not directly stated, no one really fights for this.

However, with featured users, it is more directly stated that “this Scratcher is better than others” and that might cause arguments, and even cause rejected Scratchers to leave.

No support. I think with what going on in this community right now, we don't need any more emphasis on “Popular Scratchers”. Cool, but it won't work with the stuff going on. Perhaps in the future?

No support… there would be popularity contests, people saying

“I'm better than you because I'm scratcher of the month ”

which breaks the Scratch Community Guidelines.
