Yes, .gif is a animated picture. If you want a custom .gif , go to makeagif.com .

The size for scratch to use them as pfps has to be 500x500 pixels or less. If you're interested, I do custom animated icons for free. (See Pfp for an example)

There is a multitude of programs and websites out there that allow you to make animated gifs, such as Makeagif, which you can make gifs, browse gifs, ect.

i can't use makeagif

I know a website called pixilart. Here's the link: Pixilart Link. You don't have to sign up, and it's free! All you have to do is, at the bottom of the screen you can add like ‘GIF layers’ or something and when you add a layer you create an animation!
