READ THIS BEFORE YOU ASK ABOUT THE CAT BLOCKS
The cat blocks have been rejected.
There have been lots of posts popping up asking about the cat blocks, and if they will come back. You can still use them here, but there are not going to be permanently implemented.
I'm sure we love the cat blocks as much as you do! Unfortunately, this suggestion has been rejected recently. This is just an April Fools' Day joke — not meant to be permanent.
It is not feasible for us to maintain these settings in the long run. With these as additional settings, it may take us even longer to roll out new updates, since we'd have to make sure stuff works for the normal settings in addition to the April Fools' settings. They could also be distracting for students in a classroom setting.
Note: I don't mean to come off rude or harsh!

Thank you.
There's been so many “WHY NO CAT BLOCKS?!” topics lately, and it's starting to get slightly annoying.
I'd suggest adding Za-Chary's quote:
By the way, there's an editor that lets you play around with the cat blocks: https://llk.github.io/scratch-gui/hotfix/totally-normal-2020/

Here's a link to a place where you can still play around with the cat blocks: https://llk.github.io/scratch-gui/hotfix/totally-normal-2020/
Thanks for the approval, I was worried people would get mad
I'll definately add Za-Chary's quote to the OP too!

Maybe also add this quote? It contains additional reasons why adding them back might not be a good idea:
[Pretty sure this is rejected for the same reason that a setting for cat blocks is rejected. Namely,] It is not feasible for us to maintain these settings in the long run. With these as additional settings, it may take us even longer to roll out new updates, since we'd have to make sure stuff works for the normal settings in addition to the April Fools' settings. They could also be distracting for students in a classroom setting.(Text in square brackets may be removed.)
