Users can get banned by members of the Scratch Team. Just follow the Community Guidelines and Terms of Use and you should be good.

^^ Adding to what 54329 said, I made a guide you may want to see.

Any user could be banned or suspended for any reason, just follow the community guidelines, ( which you can find at the bottom of the page ) and you will probably not get banned or suspended, remember that being muted is different from being suspended or banned, being muted means you cannot comment, you can still work on projects you just can't talk.

Other than being banned, what others don't seem to have mentioned is that you can also get warnings. Usually though, people get warned several times in a certain amount of time before being banned (the length depends on the severity, but usually you started of with a 3-day ban, then a week, 2 weeks, a month, etc.)

Here are the reasons for being banned:
Not following guidelines
Received multiple alerts for the same thing
Resharing projects unshared by the Scratch Team without removing inappropriate content
Making one very inappropriate project, known as a “shock project” (usually warrants a temporary ban)
Sharing personal information
