Jumpscares are not allowed on Scratch because children, parents and schools were concerned about the potential implications such things could have.

Remember, individuals with weak hearts can be sent in to potentially fatal and certainly life-changing (in a bad way) Cardiac Arrest if they are scared too much by a jumpscare.

Well said. Scratch is meant for all ages, whereas all ages may not be comfortable with a jump scare.

No, jumpscares aren't allowed.
In fact, I believe jumpscares were one of the reasons that FNAF projects/games got taken down on Scratch.
