That depends, what you link can't have any content that is against the community guidelines. For example, you can link your youtube channel as long is it doesn't have explicit content. If the site your linking is OK for all ages, it should be fine.

Links that lead to private chat in any way are banned (And I think automatically filtered. Last time I checked, you can’t comment a google drive link). I think that other outside links are ok in moderation, meaning they should generally be targeted for the same age group (I.E. Scratch to Wikipedia).

If they aren't against the guidelines, then no.


If your asking why scratch only makes links clickable when its under the scratch.mit.edu domain (like in comments and projects) it's because that's the main part of the website and they don't want people sharing inappropriate videos and stuff, but the forums are a place that not many scratchers know about, so links are allowed
