Scratch 3.0 for Windows XP
I wish that everyone on Windows XP had access to Scratch projects. Is there a way they could have an only .js based editor, like Snap?
Because Snap! might take down Scratch if we do not start doing things.

I don't think this is likely if ever, to happen. See Scratch Team member @cheddargirl's take on Windows XP:
Aside from the security risk, Windows XP is unfortunately just too old for either 2.0 or 3.0. You can opt to use the offline versions of Scratch - however given that your system is so old, there's a chance that the 2.0 and 3.0 offline versions might not work and you might be stuck with 1.4.(source)
If you need online 3.0 features, though, I'm afraid you'll need to upgrade your computer because your current computer system will just not accept any incoming updates that require 3.0 (let alone of the HTML-heavy websites) to continue functioning. Most electronics stores usually do carry discs or drives for installing Windows 10; the price usually runs somewhere between $100 - $200 (USD), and older installations (Windows 7 or 8) will usually be cheaper. You are better off paying a few hundred bucks now for the sake of security versus the potential of losing thousands of dollars or having important information compromised if your computer gets broken into.

As for your second statement, Snap! wouldn't be able to overtake Scratch in popularity because “it supports Windows XP”. The number of people using XP as their primary or even as a secondary OS is very low as newer OSes are better security wise, feature wise and hardware wise. In the end, you're wanting Scratch to be able to run on web browsers that support a nearly 20 year old operating system that had it's support cut off from it's company over 5 years ago, and if you're still using XP for any work or as your primary operating system, it's definitely time to move on.
Also Snap! is much more technically advanced than Scratch and contains a bunch of features that wouldn't make sense in Scratch because they would be “too confusing” or “too complex”

Actually, the U.S. Military pays Microsoft hundreds of thousands of dollars per year to continue supporting Windows XP because that's what the pentagon uses.No support, Windows XP is an old and outdated operating system, Microsoft doesn't even support it.That pretty much sums it up right there.

I think the technical issue is none of the browsers that windows XP runs fully supports HTML5.
It’s hard enough finding a browser on vista that runs scratch, and even then not everything works properly!

I don't support, because Windows XP is old version of Windows. And, Scratch 3.0 supports only Windows 7, 8.1 and Windows 10

It’s hard enough finding a browser on vista that runs scratch, and even then not everything works properly!I had a computer than ran Vista and used Google Chrome, used it when Scratch 3.0 came out and it worked fine but not on big projects (it just crashed on those projects), so it's really not that hard to find a browser that works.

Key word being “properly”
Some vector images don't display, and last night when I tried it wouldn't recognise space key being pressed. I have a version of chrome and Firefox that both “sort of work” … Luckily it's not my main PC

I don't support, because Windows XP is old version of Windows. And, Scratch 3.0 supports only Windows 7, 8.1 and Windows 10Scratch doesn't support Windows 7, at least not my old laptop

Windows 7 is fine with the latest version of Chrome.

Even though I'm using Windows 10 right now, I would love to enjoy Scratch 3.0 on my old Windows XP machine from 2006.
Considering the fact I'm going to downgrade my Windows 7 laptop to XP for speed purposes, since it will run much faster on that tiny
Core 2 Duo.
And Scratch 2.0 runs perfectly on Windows XP.
