Yes, actually. There are projects that have the sole purpose of playing music, such as this one.

You are not allowed to share projects which contain only copyrighted music. Otherwise, it will be unshared. Sharing projects where the copyrighted music is the focus of the project is not fair to the original creators. Be sure that any copyrighted music you use in a project will support your creativity, not be the focus of it.

Well, The project I linked was Jingle Bells, so I don't think kids would be listening to it, but yes, it plays music.

That seems bizarre, considering that Scratch is an educational website and one of their main priorities is to make it accessible and suitable for use within schools.

I think students are using it as a work-around to youtube (which is blocked) so they can listen to music.
Lets say they search “Splatoon 2 music player” on scratch and listen to it that way. I'm pretty sure that's whats happening.

I mean, if the school district has no other use to Scratch (in terms of educating students on programing), then they probably wouldn't need it in the first place despite it being an educational website…

Like when Cool Math is banned but not Cool Math Games…

Even though there are some projects that are for listening to music, I'd suggest talking to your school's administration, or District IT Department (or whoever you can) about unblocking it. Scratch isn't for the purpose of listening to music, it's a supportive environment for kids age 8-16 to learn to code. If I were personally in that situation, that's the case I would argue.

So, if your project contains only the Billie Eilish music, then you are not allowed to do that. However, if the music is background music, and the project itself is something like original art or a platformer, then that is okay.
