Recently, I have stumbled across the idea of making a free, working app for Scratch. I am still in the process of developing it, so I will need some volunteer testers who would be willing to test the app on Google Play. So far, the app can only be accessed by Google users, so I am working on converting the Android code to X code. That may take a while.

Cool. Is this app supposed to be a mobile version of Scratch desktop?

The Scratch App will be the website version of Scratch, not the offline editor.

That's easy to make(I use MIT App Inventor), depending on what you use to make apps.
