Bitmap images are stored as pixels, so an eraser can replace the color value for individual pixels, but in vector, images are stored as proportions between splines, so it would have to recalculate where all the points are based on where the eraser intersected with the image, which could be a lot of work. As for the fill function, I'm not exactly sure what you mean. You can fill in shapes…

The SVG file format isn't in beta and isn't going to change anytime soon…

And I'm pretty sure Scratch will continue using that format for quite a while..

Did you click on the link? It's a vector image file format based on XML. It's also the file format for vector images that Scratch uses, and it's basically not going to change in any way that will make it easier to make an eraser for vector.
