What is the purpose this?

A new 3.0 feature in the costume editor is confusing me.
I don't know it's exact name, but when you choose to create/choose a new costume, you can enable your camera to take a picture.
My question is this: Why do we have this feature?
On most computers with a camera, it shows your face. So, a large majority of the scratch community can take a picture of their face easily with this new feature. This may encourage face reveals, which the ST discourages.

So, what is the exact use for this? I see no real benefit to it.

I think it's supposed to be for people to take a picture of a drawing/painting/etc they made traditionally for an art dump or something else where they would show off their art.

But people can easily take pictures w/ their phone/camera and then upload them onto Scratch… I do that a lot for art dumps

Let's clarify something.

Projects that use your face in them are allowed on Scratch.

Projects specifically used to reveal your face are not allowed.

By a “face reveal” project, the Scratch Team typically means a project with the purpose of revealing someone's face — and that's it. If you make your face a character in a game, for instance, that is fine. Sharing photos on your recent vacation is also probably okay. Notice how @mres's project “Play With My Face” still exists on the website, and @Paddle2See has also revealed his face.

Showing your face is okay, but a “face reveal” project is not, mostly because it tends to get a lot of disrespectful comments.
