The only .sb3 converter I know is junebeetle, converting .sb3, .sb2, and (maybe) .sb to .swf.

Not to sb2. Though I heard that the sb2 exe conversion software (Snapp!) Is getting an update for converting sb3 files to exe

Scratch should have one built in. For example, I am building a game that goes over the data limit, so I can't host it on this website. However, a portable ‘Scratch Projector’ which runs your projects but you can't edit them. I expect it to look like this inside the file:

ScratchProjector.exe
README.txt (Stuff about Scratch. e.g “This project was made with Scratch 3.0. Make your project here: scratch.mit.edu”
LICENSE.txt (The BSD 3-clause license for the code, and CC-BY-SA for the project)
NOTESANDCREDITS.txt (Your project's credits)
YourProjectHere.sb3
*Whatever .dll files Scratch needs to run projects*
The Scratch Website.lnk

The more you nag for it, the less likely it is to happen.

I found out junebeetle has an update that supports SB3.

The link https://github.com/RexScratch/sb3tosb2 takes you to a python file that will convert sb3 to sb2. This will have some errors (as it has problems with groupings) so you will need to download the scratch 2 offline editor.

Some of my projects started out as .sb or .sb2 and I just opened File Explorer and changed the extention to .sb3 and it was fine.
