IP ban is usually done without being told, because you did nothing bad. They banned them because of bad person around you.

Like apple502j said, it's very possible that this ban that you received is accidental. I'd like to provide two very real examples of how this could happen:
Let's say that your family is connected to the Internet through a router you got from your ISP. In this scenario, everyone's devices share one IP address when the router makes the outgoing connection to the Internet, using special trickery with port numbers to make it so that all of these devices can be addressed individually by an external device. Now, if someone did something bad on Scratch in your house, and the ST believed it warranted an IP ban, they would ban the IP address of your router, because it's the only IP address they can ban. This would result in all of the devices in your home being banned.
The next example involves an important concept known as DHCP, a protocol that allows devices to request IP addresses as they are needed so that they can share from the quickly dwindling IP address pool. Every few days, it's possible that your router's IP address actually changes, and if its IP address happens to change to one that the Scratch Team banned earlier, then you get banned by complete accident.

Please contact the Scratch Team regarding IP bans if you are not aware or involved with any incident. https://scratch.mit.edu/contact-us/
Also, it seems like you got IP banned in your home. In this case, it's highly likely that a family member using Scratch has not followed community guidelines, which you seem to have mentioned.
I would suggest you talk with your parents regarding this situation. Your brother should learn that his behavior that initiated the consequence is not allowed at any point online. Additionally, they can contact the Scratch Team in the link provided if they would like details about the case.

It might be best to use Contact Us to discuss this issue with the Scratch team.
Do you use Puffin? I've heard about an incident about 2 years ago where this would happen to user because they could've been assigned an IP that probably had gotten banned.
If you have any family members that use Scratch and they got IP banned, then that could also be the reason why. This can happen and is quite annoying for the other family members who have had a clean record or don't deserve to banned take the consequences of someone else's actions.
Anyways, I hope this all can get sorted out soon!

also you can use a free VPN to change your ip so you are not bannedNo, don't do that. That would constitute ban evasion, which would lead to a far more severe punishment.
