how do you make a server?
Lol, for me, I have a Terra-byte PC, which is alot of bytes. Anyway, you don't need a big spaced PC, you just need a PC that can still work without slowing down.Storage space and RAM aren't the same.

It's funny, really, cause I just made one two days ago, with a friend. I can't tell you specifics, but you should obtain/build a low-end computer, make sure you have plenty of RAM, and install some form of Linux on it (we went with Ubuntu Server edition).
So, there's a first step?

You're confusing temporary memory with permanent data. RAM is all the data that is currently in use so more people in Minecraft takes up more RAM to remember data such as their appearance and location. Hard drive space is the permanent data that can be loaded into the RAM, which is a lot slower to access than RAM.You need a good Computer with at least 10GB RAMWHAT?
No.
No you don't.
At least not for a small server. The Minecraft wiki states that a server will need 2GB, 1GB for the server and one for the client.
What kind of server are you trying to set up? One for your friends, or a full-out, 100-200 slot public/community server?
