I've recently discovered - that with this simple tool, you can create and upload a functional cloud list.
1: Go to the link that says “simple tool”. This is an archive of the Scratch Alpha, which allows cloud lists.
2: Create your cloud list and any additional things.
3: Click “More”.
4: Click “Export to local file”.
5: Export it.
6: Go to Scratch and click “File”.
7: Click “Upload from your computer”.
8: Upload it.
9: When you get a warning stating “Replace the contents of the current project?”, click OK.
10: DONE! Click that share button and impress the community!
NOTE: You can pre-create your cloud lists and edit the project in the real editor - this is useful for save data in games.

Cloud lists are disabled server-side. Yes, the list has a cloud in its name, but it doesn't actually persist.
