Um… I want to make a profile picture in scratch Editor, and then I want to upload a profile picture witch i made in scratch Editor.
Can i do that? Or i can't?

Yes, you can. Draw a your picture (make sure it is a square) and right-click on the costume in the costume bar. Choose ‘save to local file’ and save it somewhere on your computer.
Now go to your profile and hover over your picture and click the ‘change’ button. Choose the downloaded file and you're done.
