Are you sure they were dressed as characters from the same thing?
Are you sure the girl with the tiny hat had twintails as well? Could she have just had regular purple hair?
What event was it? If you aren’t comfortable saying it, try to look at photos from tourists, one of them may have run into the group.
EDIT: It’s a very, very long shot (and missing the hat), but could the drum major character possibly be this?

I can’t find the initial one that I saw, but the one I have in the meantime is from an anime called Juuni Taisen (look up at your own risk, it looks like it may have some non-Scratch appropriate stuff). Probably not it because the ears are black, though.
