If I remember correctly then Linux systems can't download applications, which is why you can't get the Scratch 2.0 offline thing. That said, I may be am wrong so you might want to double check that

That's completely incorrect, you're thinking of Chrome OS.

It was removed due to compatibility issues. Scratch 3 should have a offline version for Linux though. There is also a Scratch 1.4 for Linux too.
You might be able to build your own version of Scratch 2 for linux since Scratch 2 is open source.
