Well, I'm doing an edit to the OP later that the first employee to take an order gets the order, regardless of skill unless stated in the order that a specific user must do it. The “… staff” just means that a employee prefers (and is probably better at) this type of order. Any employee can do any order if they want to.

If a employee does, lets say 5 LED Sign orders in a week, I will promote them to go under LED Sign staff.
