This is a good idea. Scratch 1 used to have this when you were making projects you could click a button and it would randomly choose one from the sprite library

The ST has this feature so clearly your reasoning is rejected.
Inappropriate things have to be discovered by someone to report them. The ST doesn't just go to every new project and check it; they work on a report based system. A user reports something bad, it get's taken down.

It shows recently made projects. They could be inappropriate,
