Here you go!
New Scratchers:
  • They have the 120 second rule; this means they have to wait 120 seconds (2 minutes) between posts.
  • They have to wait 30 seconds between comments.
  • They are the only rank that cannot use Cloud Data.
  • They cannot post the same comment three times in a row.
  • They can only edit posts after the initial page load.
  • They can't post links to non-scratch sites.

Scratchers:
Post lots of comments and projects to get promoted to Scratcher!
  • They have the 60 second rule; this means they have to wait 60 seconds (1 minute) between posts.
  • They cannot post the same comment three times in a row.
  • They can freely edit their own posts.
  • They can close their own topics IF it has been up for more than 24 hours.
  • They can use Cloud Data.
Scratch Wiki Editors:
  • Have all the Scratcher's permissions
  • Can edit the Scratch Wiki
Retired Community Moderators:
Note: This rank does not exist in 2.0, so all RCMs are Scratchers. The RCMs are:

  • They can remove projects from the website if it is inappropriate.
  • They can ban users.

Strangely, mods used to be able to ban themselves and other mods!
New Scratchers have to wait 600 seconds (10 minutes) between posts, not just two minutes.

Who told you that? It's 120 seconds.
New Scratchers have the 120-second rule instead of the sixty-second rule.

That was before spam-bot activity intensified. Before the 600 second rule, there were as many as 7 spam topics that I found in the Help with Scripts forum by the same spam-bot. Now…. the 600 rule is just in place to prevent the spam-bots from posting too many spam topics at a time.

Wish I had known about this earlier. I have been making projects for months now in the offline version and I really want to use cloud data for the game I have been making. All I want to do is set I high score but looks like ill have to wait for awhile.

Sure you can. Chedargirl, a member of the Scratch Team was a regular scratcher, then a Moderator, and then a Scratch Team member.
