My idea is to be able to be able to find Scratchers by their PROFILE not their projects. If someone is named like Cloud then you wouldn't be able to find their project, so you can search in the Search Scratchers tab. It would look like this:

You have been on Scratch for 1 month, right? Well, I have been on for over 2 years, and a while ago you had the ability to search up Scratchers! Unfortunately, that changed. For now though, someone made this. You can use it: http://scriftj.x10host.com/scratchsearch/

No support, it's already really easy to find Scratchers, through URL, Google Search and searching the user directly into the search bar and clicking on their name when you find the project. Don't mean to sound salty but otherwise it's just being a little lazy

You could use the scratch.mit.edu/users/ URL and write the username at the end of it and submit it to find that exact Scratcher. For example, there's Cloud.Player named Cloud. No projects. Can't find him. Yay.
There used to be an option to search for usernames in the Search bar, but it'll probably take until Scratch 3.0 for a proper replacement to come around. Meanwhile, the workarounds listed by @WaffleChurro above (URL method as described above, using specific search terms in Google) are the only real options close to this at the moment.
That said, I support your suggestion since the workarounds aren't immediately obvious and also to help out with close matches.

Ex;
Cloud on Scratch
In this case, cloud is a common name elsewhere on Scratch, so it isn't first, but it is on the front page.
Usually it should be first if you get most of their username.

It isn't necessary but it would be cool if it was an option.
