Because if you already have 10/Anniversary, you can upgrade for free. It is a new OS, internally. It doesn't matter what Microsoft does, it's a new OS. Have you noticed when upgrading to Creators Edition you still have Windows Updates? That's because it is a new OS.
And compatibility issues:
Drivers for completely different hardware sometimes gets installed.
Major slowdown.
Desktop is messed up for some people (put a new file on desktop, the whole desktop gets shuffled.)
