How to make a top down scroller RPG?

I just got this idea for a super cool game. But my question is: how do you, exactly, make a top down scroller RPG game? Can we have music based on an area you are in at a point, as in to go into a city from a forest? Please help

Do you mean a top down as in a game like doodle jump where its a scroller or do you mean a free roam type game? The first is a lot simpler but the other is is quite a bit more complicated because rather then simply going from one point to another and then staying there, it has to go to any point and then go back to any point. So could u just clarify which one you mean

Start by taking a look at mwiedmann's tutorial. You can have whatever music you want playing, so yes you can change music based on location.

I'd recommend checking out griffpatch's excellent Platformer Tutorial, albeit not focused on a Pokemon styled game, it would still be useful; and, also look at his Tile Scrolling Engine.
