Yeah, um, no. It's going to be very difficult to moderate. If you want to make a private chat, make a Discord server and invite some people you know.

You can't in Scratch. You could use email or something similar to chat outside of Scratch though it is not recommended.

StarLight is right. Many Scratchers use Discord, which is like Whatsapp or Messenger, but it was created especially for Gamers. Of course, you could just start a topic in the discussion forums, but then anyone could click on the topic

I would remove that link if I were you. You can get reported and banned for sharing unmoderated chat links.
