Why?
This was posted before that rule. That's why.

If having too many cloud variables is your problem, encode a list into one cloud variable instead… no support.

I don't think it is a great idea. There are three ranks in Scratch:

New Scratcher: A New Scratcher is limited greatly. For example, he/she cannot use cloud data, he/she will have to wait longer between posts and comments, you cannot post pictures in forums and so on. The Scratch Team made this rank to prevent spam and check that he/she is appropriate enough for becoming more advanced.

Scratcher: A proper rank used by most of the community. They can use all tools in the editor, their post and comment limits are shorter.

Scratch Team: They are Scratch administrators and can ban, moderate, alert and change Scratch's features and systems.

I don't see why there should be another rank. Something like:

Professional Scratcher: No limits between posts and comments. Unlimited cloud data storage. No character limits. Can spam, advertise and access most Scratch features.

could just ruin Scratch. Scratch doesn't have enough features to actually make a difference between Scratcher and Professional Scratcher.

Nope, it's actually not officially rejected.
Adding Ranks above Scratcher
Not clear whether rejected.

22. Adding a Rank Above Scratcher
Scratch is not a place for people to worry about ranks. The New Scratcher rank only exists to filter spam, and since it only takes 2 weeks to get a promotion, bullying and separation is minimal. Additionally, this would divide the community between those who have a high rank and those who have a low rank, and there would be lots of bragging and bullying coming from users of higher ranks.

That was never rejected by a scratch team member. If you read the sticky closely, it includes a quote by daspudlord who does not have the authority to officially reject it. Jvvg's sticky is outdated and is supposed to be replaced soon by this: https://scratch.mit.edu/discuss/topic/239492/?page=1#post-2444249
