You should just be able to change your profile picture by clicking on the “change” button when your mouse is on top of the image:

You have to do that on your profile page. You can't change your picture anywhere else.

Your profile pic IS CHANGING, but you see the outdated version.

To see your current profile pic, press Ctrl+F5 in your profile.
