No, because Scratch runs in flash, which is not supported by Android.

If you want to start Android app development I recommend using Processing, found here. Just download processing here, enable android mode, download the extra libraries and drivers, plug in your phone to your computer with a USB port, and get to coding! Do note this uses Java, so if you don't know it you'll have to learn.
